Nesting boxes are far more likely to attract occupants if you also provide a feeding station nearby for birds to supplement scarce natural resources in winter.

This picture is OK but really not a good house for a blue bird. They like them better protected. http://www.joyonadime.com/2013/02/bluebird-homes.html. The above link goes to blue bird homes that have nesting birds that remain year round.
