The flower buds of smoke tree form on wood that grew the year before bloom, so one possibility for lack of flowers is injury from cold over the winter. Or if you pruned your smoke tree in spring, the flower buds could have been cut off as well. The dark foliage color of the purple-leaved cultivars tend to fade to greenish purple as the summer goes on; some cultivars hold their color better than others, but the leaves of all have the deepest purple color when they first come out.
